400 KB is rarely a form limit. It is usually where you land when a portal allows 500 KB, or when a scan needs more room than 300 KB gives it.

Can Photoshop Do This Instead?

The catch is that it stays a manual loop. You drag the slider, read the figure at the bottom of the dialog, adjust, and read again. Photoshop shows you the number but will not chase it for you, so ten or twelve small corrections is normal before you settle on the right quality.

Three ways to reach a target

Paint changes pixels but never reports file size, so the target is unreachable except by luck.

Use the 300 KB page and start from your original rather than from the 400 KB file. Compressing an already compressed file stacks the damage instead of dividing it.

My Image Is Smaller Than 400 KB Already

Then nothing needs doing, unless the form also sets a minimum you have fallen below. Where it does, the increase image size in KB tool adds weight instead of removing it.
